Though CIS did have a provision that they may not adjudicate favorably for
an overqualified candidate, it is typically applied to a phd
holder doing a job that merely requires a Bachelor's degree. And, of course,
if your salary and job complexity meet the standard, you can also apply for
EB2 if you want for your situation.
