，这个细则明年也是三月出，关键看白宫花多少时间审核，一个月还是三个月，最快也
得四个月后才能实施。
现在我们假设一下，Pre-registration同意，140过直接Combo卡，这可能性有点小。如
果细则说140过后两年可以Combo卡，则，则差不多14年前的140过的都可以得EAD和AP了
，那么，奥本一算日子，也不等细则出台了，直接开始建库，建到14年前，于是，不到
年底，大家就有Combo卡了，YY一下吧 |

发帖数: 2145 | 14 H4的细节是今年三月出的，七拖八拖现在认为下月出，拖的一个原因是和EO同步吧。

发帖数: 2145 | 15 EO是O8的政绩，非法移民那块不可能拖，合法这块也就没有拖的风险，关键是走程序，
白宫要申两次，紧急行动30天完成，通常30到90天，公示一个月，审议公众意见要一个
月。
这些数据很多来自移民局设立H4条例时给出的Timeline。虽然有声音说EO四个月出来的
时候就是定稿可以生效了，但目前没有确认的消息。我私下猜测，H4是EO的一部分，前
面程序走完，EO签证它就签字，可以很快实施了，换句话说，H4公示评议都是在总统签
字之前做的事。现在，总统签了EO，是不是签字已经完成，行政令已经下达，只是要修
改些规则，于是三月份出来就可以实施了呢？非法律人士，只能猜测到这里，昨天我发
过几贴想讨论，没有什么人呼应，估计也都有疑惑。
只是这的的确确是一众苦逼们现在最关心最希望知道的内容。
