There is no premium processing available for this EB3 case as the original
labor certification has been submitted to the USCIS in support of the EB2
case. The EB3/I-140 and AOS case can be filed concurrently or separately (I
-140 first then AOS).
因为之前递过EB2的140但还没批下来，所以没有original labor certification.
所以降级eb3的140，没有original labor certification到底能不能pp呀？
