OMB怎么说,要多久,oMB返回后uscis会怎么说,uscis确定啥时候实施,都还不一定呢.但
是无论如何交oMB都是好消息。
感觉就TM的没诚意，daca,dapa怎么没见他们一遍一遍的在那里扯淡!
在h4上希望他们这最后一遍扯淡吧

非法显然是Priority，要等非法弄了一阵子以后才能缓过来。

Agenda上，这个就好比政府开会都提一些个计划什么的，但是计划要有人back，比如主
要领导；很可能DHS在以前的计划里就把这个作为一个可以改革的方向。
但只有EA出来之后，这个计划才开始被推动实施。

Thank you for contacting me regarding the employment eligibility of H-4 visa
holders. I appreciate hearing from you on this important issue.
I believe that non-immigrant visa programs should be used to address near-
term labor shortages within American industries and to keep our country
competitive in the global marketplace. The programs should supplement, not
supplant, America's own workforce. I continue to believe that the only long-
term solution to fix America's broken immigration system is for Congress to
pass legislation. I will continue to support comprehensive immigration
reform in the Senate.
The H-1B is a non-immigrant visa, which allows U.S. employers to temporarily
employ foreign workers in specialty occupations. Authorization for this
type of visa is strictly limited to employer sponsorship for a three year
timeframe, with a possible one time extension of three years. Specialty
occupations include engineering, biotech, accounting, and medicine among
others. Under current law, the number of H-1B visas issued each fiscal year
is capped at 65,000. Exempted from this total, though, are up to 20,000
visas for foreign nationals holding a master's degree or higher from a
United States university. Once this annual cap is met, the U.S. Citizenship
and Immigration Services will no longer accept petitions to hire H-1B
workers until the following year. U.S. Citizenship and Immigration Services
administers H-4 visas to the immediate family members of H-1B workers. Under
the current H-4 visa program, an immediate family member may receive
financial support from the principal H1-B holder, but he or she is not
authorized to work in the U.S.
As you know, on May 6, 2014, the Department of Homeland Security announced a
proposed rule that would allow certain H-4 visas holders to apply for
employment authorization. The proposed rule was made open for public comment
for sixty days during which nearly 13,000 people submitted comments. The
Department of Homeland Security is currently in the process of developing
the final rule.
It may interest you to know that during the 113th Congress, I voted to pass
the Senate's comprehensive immigration reform proposal – the Border
Security, Economic Opportunity, and Immigration Modernization Act of 2013 (S
.744). This legislation would allow spouses of H-1B visa holders to work in
the U.S, while providing the U.S. Department of Homeland Security with the
discretion to limit work authorization to these spouses depending on their
country of origin. Under the bill, if the country of origin does not also
allow American spouses of employment-based visa holders to work while in
that country, the Department of Homeland Security may reject the H-4 visa
holder's work authorization in the United States. The legislation includes
provisions that make changes to the H-1B non-immigrant visa program for
specialty occupations, by increasing the number of high-skilled and lower-
skilled worker visas. In addition, the bill would create a new category of
merit-based visas, half of which would go to high-skilled workers and half
to lower-skilled workers. This legislation was not adopted before the 113th
Congress adjourned and will need to be reintroduced to be considered in the
114th Congress.

会都没人听了。
指望两党合作立法来推动移民，得2020年以后了，那时候这里的人全部是绿卡，一半是
公民了。

这个提案当然是胡扯了，是站不住脚的，但很容易混淆视听，
即使印度人有这个问题，他们还是会继续推，这个不是硬伤。

发帖数: 4402 | 30 这个Bill的作用是阻挡EA，让它变为不可行，对等原则在中国归外交部管，比如中国就
有因私和因公两种系统，还有外国人到中国工作也有很多种情况，比如特聘的等等；
即便是要搞清楚全世界100个国家的工作签情况，也是海量的工作；如果真的加上了这
个条件，那5年也出不来，而且怎么执行呢？还得附加上条件，光一个H-4 EAD就给增大
了很多工作量，
如果这个条件一加，那就等于是否决了，既然要执行，应该不会加。
