Dates chart must be used to determine when to file an adjustment of status
application with USCIS.
In coordination with the DOS, USCIS will monitor visa numbers each month and
post the relevant chart on this page under When to File.”
不知道什么时候会出现 "Otherwise"这种情况，名额永远是有的，今年的用光了，明年
又有了，所以感觉Otherwise这种情况不可能出现。

所有的人140批了都直接交485。

本不犯大错，可以干到退休了）
