2. prepare a written letter to withdraw the application. Don't forget to
sign it!!! I put my letter at the end of this post.Keep a copy of the signed
letter.
3. send your request letter and copy of the case receipt via usps certified
mail with receipt (多了张绿色小卡片，是USCIS要盖章寄回给你的回执，表示他们收
到你的信了) to the address of the service center on your receipt.
4. you should receive the green receipt (you send along with your withdraw
letter) stamped by USCIS in 7~10 days. Keep that receipt safe.
5. the processing time is about 1 month for USCIS.There is no
acknowledgement of the receipt of the withdrawn request other than the USPS
green receipt.
6. If the withdraw request is approved, you will receive a letter from USCIS
as well as online case update saying application is closed.
7. There is no official timeframe/guideline to withdraw a case. So send your
request as soon as possible.
8. In case the application is not withdrawn successfully, take your mail
tracking history, the green receipt and the copy of your letter to infopass
at local USCIS office and ask for the matter to be straightened out.

我打电话问能不能不收申请费，人家说不行，你可以withdraw,钱不退
