service center."
Damn, this is bad news. It means that Charlie O. knows that a lot of them
are in the field offices, but due to the info lag and lack of communication
between USCIS and DOS, he simply cannot see the real "inventory."
The only approach he would take is to tread lightly. He would use the issued
visa of FY2019 to extrapolate/predict his next PD advance/scheduling, as
far as EB2C/3C are concerned.
It also means that at the beginning of the FY2019, there is no such thing as
"lifting up the flood gate..."
Damn, bad news.
