this is correct.
The 200V you have is likely to be 208V, which is Sqrt(3)*120V, so you are
fine just to connect one 120V and neutral, which gives you 120V.

火线+零线应该可以，但是地线可以当零线的么？国内都是3根火线+1跟零线+1跟地线的。这里不太清楚。
最好问问学校的电工吧，让他们来接线，出了事没你责任，你没有电工license。
