now, you can get rid of dividend taxes two ways: make it
tax deductible for the corporations; or don't tax it
for shareholders.

I am not entirely sure. I think one distortion dividend taxes introduce is
reduced corporate investments as dividends will appear to be more expensive
for corporations.
the impact of the elimination of dividend taxes is the income effect
on the part of investors. However, it does not elimination any
distortions on the corporations thus the broader market.
I would have eliminated ont he corporate end. But elimination on the
individual end will score higher political points which is probably
