1. There is a good portion who are not qualified to be tutors, so they won't
bother replying.
2. There is a smaller fraction that are qualified, but the unfortunate truth
is you (or your friend to be more exact) won't be able to afford them.

1, don't trust anybody, since they all idiots. Number 2. I know some
reliable resources that you can trust.... Oops, here is my card with my cell
number.
But I think there might be two alternative reasons that people here don't
answer this kind of questions.
1. most of us have to work really hard now to get a job after a couple of
years, since the market is quite touch for LRMs, unlike some lucky ass from
S or H who can easily get a consultant job outside of academy. Any thoughts
of doing consulting during Phd is a crazy and stupid idea in terms of
academic career.
2. LZ wants to figure it out mostly by himself -- this is the typical way of
econ business.
