countering back your earlier point, it shows the readers that the programs
have expanded to every corner of the U.S. therefore it's no need to add more.
I did not see your "solutions" to be explained in necessary detail.

Thanks... I have not posted the other parts yet, hence the impression that I
was contradicting myself... The following parts I will talk about the roadblocks. Although 2400 schools are interested, there are only less than 300 schools actually teaching Chinese, not enough to build a norm for valid standardized test nationwide.
The key is to find highly qualified teachers. Solution: hire qualfied Chinese teachers with J1 or H1B visa, give them a license!
