yes, advertisers still can, this is a very difficult problem to solve, if

If 2 facebook accounts log in with the same ip, it is likely that the other
accounts will show up in friend suggest... Not only facebook, some other SNS
sites do it too.
I think in US it is actually very efficient to track user by IP, at least
for cable Internet(same IP for a very long time). Which law prohibits
