The United States ranks fourth in both land area and population and is far
and away the world's largest national economy. The European Community has

sense a single country; Japan's economy is half size of the United States.

"Sheer" means transparent, and here meaning looking directly at
the "bulk". The "bulk" is of course referring to the size of
the national economy.
"Peers" means other countries. The author is not considering EC
as a "peer", but its member nations individually would each be
considered to be a "peer".
