same throughout the country. PE is more state-specific.

My friends and I did FE in TX and PE in FL.
My suggestion is that you could take PE in a relative stringent state. Or
else in the future, once you transfered to the other state, that state might
not accept your PE or request you take a lot of classes(after they evaluate
your education background) before they accept your PE.
I know 3 senior engineers from Georgia and CA. One PE in Georgia could not
transfer his PE to FL, the other two from CA need to take 5-6 classes before
FL accept

if you can take PE in your own state, that would be the best choice because
you are working there.
However, if you are considering to apply PE in another state, you can
consider a relative "BT" state so as to avoid trouble in the future.
I do not think all the states would accept FL PE. if you have enough energy
and time, you can choose the most strigent PE board to take the PE exam.

I guess graduate school can count for 1 year?

certificate until you got your US degree, but you can take the exam anytime
you feel comfortable. If you pass, you can get the certificate once you got
your degree.
If I was wrong about your state, then your state could be listed as the most
BT one..
