I just received an email from the department secretary.
"your application is now in the final stage of review"
Does that mean they finally begin reviewing my application or I passed some
pre-screen?

Why do you even bother to know? Does it make any difference to you? Just
move one and act as if you have not applied to this position. If you are
selected to be on the short list or interview, they will let you know.
