My question is: if a student submit a preliminary draft (not a final work)
without citing, should he be charged by plagiarism according to the
following statement?

great care to distinguish their own ideas and language from information
derived from sources. Sources include published and unpublished primary and
secondary materials, the Internet, and information and opinions of other
