I assume the letter of support here refers to collaboration letter. It is
not necessary to assign effort (and the corresponding salary) to your
collaborator,unless you collaborator plays an ESSENTIAL role in your grant.
For example, one sub-aim needs to be conducted by your collaborator. If you
collaborator only provides some reagents, typically it is not required to
put effort.
I know some faculties may have bad experience in which the reviewers
criticized that the collaborators did not show effort (thus indicating no
commitment). If you think your collaborator is not critical in this project,
I would say such criticism is too harsh, but such weakness should not be
your score driving point. If reviewer insist you should add effort, then you
can simply add effort in your revision.
