The PM said that (s)he used NSF approved procedures to overturn some of the
reviewers rating to have my proposal recommended. The ratings of my proposal
were on the two extreme limits of the spectrum -- two E's and two G's. In
normal situation, my proposal had no chance to be recommended.
The two reviewers who gave E provided detailed and informative comments on
the novelty of the proposal, and suggested how to further improve the
writing on the proposal. The two reviewers who gave G gave very short (and
negative) comments -- essentially mentioning that the work is incremental,
there's no intellectual merit, and the broader impact is lacking.
This is my first recommended proposal and I feel very lucky. |

proposal. Had I not logged onto FastLane, I would have not been aware of the
recommendation of my proposal -- I was not notified. I suppose my case was
rare -- the positive comments are very detailed and encouraging; while the
negative comments were very short and without any details. |

Division/Directorate on 04/25/16. However, no award is ensured and the
recommended duration is 36 months with an effective date of 06/01/16 are
subject to change. The grantee institution assumes any pre-award costs at
its own risk. NSF may request additional information.
