i am the commish this year. here is the rule I set to maximize the revenue:
1. bidding processed twice a week
2. each add/drop costs $5 flat transaction fee + unlimited upward bidding
3. if there's a tie, rebid, base price is the previous high
results: first week first process revenue > $200, already exceed last season
