Division I-A football:
1. 85 scholarships
2. at least 5 home games against Division I-A programs during regular season
3. average home attendance > 15000
4. sponsor at least 6 men's sports and 8 women's sports, and fund at least a
specified percentage of the maximum number of scholarships permitted in that
sport (50 percent to 75 percent).
5. Fund a minimum number of grants-in-aid across all sponsored sports (200
grants-in-aid or specified total dollar amount).
