My town forum (Lake Tahoe town) had the following two posts. The first

talk to henry for first quest
he will exchange your dub rockets (from independence day) for a tomato
equipped the tomato and talk to henry again he will give you a empty bucket
equip the bucket and go steam fishing (only needs 10 minutes)
