i got a few replies after posting this msg. the following is all detailed
info i have:
the embassy i called is the one in beijing.
1, Now, renewing F-1 do need an interview, because it is "special time",
according to the officer answering my call. (but there is no interview
in March and April for renewing F-1.)
2, when i informed the officer i called from
USA, he told me to make appointment when i am back to beijing.
