Otherwise, email first, then fax the paper copy, then DHL the paper copy in a

them a phone call (hmm, this might be not true), but any way, just ask their
secretary, if they accept email or fax, then it is OK. (No many ph.d. programs
officially accept email recommentaions, you can see that from many application
sites.)
