f*********n 发帖数: 11154 | 1 NORTH MUSKEGON — Michael Snodgrass has a not-so-typical feature in mind
for his new, North Muskegon home: an underground shooting range.
At more than 75 feet long and 12 feet wide, the concrete, private
shooting range would be a first for the city, said City Manager Dennis
Stepke.
Although Chuck Posthumus, an architect representing Snodgrass, said
neighbors wouldn’t hear gunshots and the type of firearms would be
restricted to handguns, the city has yet to decide whether such a
facility belongs in a residential neighborhood, Stepke said.
Discussions over safety and whether the facility would affect the
neighborhood still must take place, he said. Snodgrass is building a
home at 320 East Circle.
The idea also has prompted the city to revise its rules so it’s prepared
if another resident wants to install a shooting range, Stepke said.
Snodgrass would have to receive a special use permit from the city.
“The standard is going to be set pretty high if someone wants this in
the future,” Stepke said.
North Muskegon City Council Member Thomas Anderson said Snodgrass
appears to have a safe, professionally designed shooting range in mind.
“Who are we to say it’s right or wrong if it’s done in compliance with
any rules or regulations?” Anderson said. “I feel he has done the right
thing with trying to do it properly.”
Posthumus also told the city his architectural firm, and its lawyer,
will help the city research any questions about underground shooting
ranges, Anderson said. That’s important because city staff won’t have to
devote a significant amount of time to research the topic.
“He’s doing all the legwork — not our attorney,” Anderson said. “Our
taxpayers aren’t accruing any of the cost.”
Council Member Chuck Woods said it’s important the city crafts an
ordinance dealing with shooting ranges so it’s prepared if another
resident wants to install one.
The ordinance should address topics such as safety and noise, he said.
“I don’t think anyone is going to object to his particular plan,” Woods
said.
“If it costs us a penny, we probably wouldn’t support it. This is his

his neighborhood. Frankly I would not be happy if such a range be built

range, would shoot per year from your guess? My guess is at least thousands
to tens of thousands. What these types of people usually have? Gun friends,
like us, of course. Just think about yourself. If you have such a range,
you will only use it by yourself, or would like to invite friends? I am sure
the later. Man, That would not be a small amount of ammunition per year.

established residential area. I have been shooting there, and I share your
concern. I wouldn't choose to live close there either. However, that's been
said, a private range, especially in someone's house under the ground, will
you imagine that it would host as many shooter's as public open range? I don
't think so. How often you would invite your friends to your home? Everyday?
I don't think so.
The rest is just pure common sense.

each time consume 500-1000 handgun rounds, which should be extremely easy,
then that would be 5000-10000 rounds/year already, not counting the owner
and his family's own shooting. The lead and those got into boards and dirt
can not be cleaned and has to be disposed as hazardous material. Just think
how much possibility of mishandling of that process and leave some amount of
lead to the garden, road, and community. If you do it yourself, are you
sure that you won't get any lead to the neighborhood? Without powerful air
filtration and ventilation system, both the people in the range and the
neighborhood will have the danger of lead fumes and particles. In this
country, lead is always considered a huge danger for children, that's why
there have been millions toys recalled because of that. Actually what we are
talking about is the tolerance of such a danger. For me, my tolerance level
is very low, and yours should be much higher than me. And, very importantly
, how can you make sure that your neighbor with such a range will refrain to
small amount of shooting? If this guy is a professionally shooter, he can
easily consume 100s even more than 1 million rounds per year. Then that
would be a true disaster. So, my friend, if you would like to put your
family's health in your neighbors hands, please feel free to do so. But
really I would fight my best to prevent that from the very beginning because
once they got permit from the city without proper restrictions and regular
examinations, it would be extremely hard to remove it.
