The term "locked container" means a secure container which is fully enclosed
and locked by a padlock, key lock, combination lock, or similar locking
device. This includes the trunk of a motor vehicle, but does not include the
utility or glove compartment. For more information, refer to California

I think you are right but I really don't understand why
this is the case. It is a container (secure or not I don't
see any specific standard for it) with a key lock.
In fact my understanding is a nylon bag (like a simple backpack)
that can be locked qualifies as a "locked container."
If your car is a sedan just throw it in the trunk but
if it's an SUV or a truck I'm thinking a locked bag would
do.
