at Federal level, NICS background check is mostly instant. If an NICS check
did not turn back with an instant proceed or deny, it is automatically
considered PROCEED after 3 biz(?) days and the transfer can proceed without
a reply.
This provision is to prevent defacto gun ban by delaying all NICS checks
indefinitely.
some states have additional laws requiring local law enforcement checks, and
/or "cool down" periods and/or explicit proceed reply from NICS. All aims to
increase the hurdle of acquiring guns.
it is also note worthy that by law, federal authorities do NOT keep NICS
query history. This is to prevent defacto gun registration. FFL are required
to keep the transfer records for a few years so in a crime investigation,
police can still start from the manufacture and trace through the FFLs to
find who last bought the gun. but his can only happen if and when a gun was
involved in a crime and obtained by the policed as evidence.
but some states now have limits on how many guns one can buy in certain
period of time. That requires a centralized database on who bought what
lately.
