the police dont want to be heavy handed cos they r already in enough trouble.
the shop owner who asked people to help with security has a few mechanic
shops and gas stations in the town, 2 already burnt down the night before.
not even sure he was directly asked or just friends grabbing friends.

he works as a lifeguard in Konosha,
so has first aid training.
the AR was given to him just in case.
per his lawyers statement,
he got into trouble on the way back to his base
after rendering aid at a gas station, so something like that.
