(a) I do not know in this situation who teaches who about new process. I
thought Qualcomm only designed. But recall
Peter Clarke, TSMC splits 28-nm high-k metal gate process into two versions.

(2) Again I am nobody in this field. But it seems to me that the problems
TSMC has/had is/was with 40-nm GRAPHIC chips. See

(c) I have heard of no report that other 40-nm chips of TSMC were affected.
Anyway, TSMC has been eager to move ahead to 28 -nm, in part to leave 40-nm
behind.

TSMC are partners. (if nothing else, they are in different business models:
AMD used to be like Intel, making its own product whereas TSMC is a foundry.
Now AMD is a pure designer.)
