My comment: It is often debated if nations can promote targeted industries
within their borders. I do not think so: Japan seemed to be a poster boy of
technocrats and bureaucrats offering a guiding/nurturing hand--until after
1989 when it seemingly can do nothing right. The Economist magazine is
doubtful, like me. But it appears a McKinsey report is more optimistic.
