I have a desktop that, on pressing power button, it starts up, but after a
second, it shuts down. I may need to try this a dozen times before it
actually boots up. (once actually boots up, it works great)
The desktop is 6 years old (but works great except the above issue), with
Intel Q9300.
I am thinking possibly either the motherboard, or the power supply, is
having some issue. But can't decide the exact reason (or maybe it is related
to other reason).

Yes, tested the main board battery, it is 3V during the whole time.
And yes, motherboard has not much dust.
Also tried another power supply, same issue.
So I guess the motherboard is bad, unless I missed anything.
