2，能afford起的大陆家庭还是很想有两个小孩的
3，香港政府也是睁只眼闭只眼，给医生增加收入是短期好处，税收增加。算盘
早打到小孩长大到要来香港上小学，中学，大学，父母也陪着过来，然后买房
子。现在香港出生率低，要维持高地价只有靠这招了。
