Regular Membership to individuals holding a doctorate. Applications for
Membership are reviewed by the Membership Committee and voted on by the
Council.Applicants must be approved by the Membership Committee and Council.

The membership criterion has a very high bar. Typically, if you are elected
into National Academy of Sciences,
you can claim it and will be approved. From there down, you'll have to be a
"Fellow" in professional
associations where "Fellow" > "member".
Occasionally some people claimed it with lower ranks but did get approved.
My guess (!) is that their other
credentials were so impressive that this not-so-appropriate claim was 'cut a
snack', or so to speak.
In short, IMO, it's probably OK to use this to "prop-up" your profile, but
NOT OK to heavily rely on it.
