我的原则是，你要是一开始张口要到了原件，你就收着。
如果人家已经给了电子的，我不会再去要了。
我第一次都要原件。人家要是拖着，我就改口说电子也可以。

Can you clarify what do you mean "原件也不需要提交，也是COPY件提交"? Who
made the copies for these originals? I submitted the originals, and kept the
copies myself if I have the originals.
I asked most local recommenders (ie., not international) to give me the
orginals. Before that they emailed me the scanned copy first. So even the
letter is lost in the mail, I can send the scanned copies. None of the
letters are lost.
I get all my letters signed in less than half a month (including the time
spent mailing them). So there is not much delay.
FYI: I spent 2 months plus 10 days for my case (from signing the contract
with the lawyer to 140 case approval). I only spent time in drafting the
recommendation letters during weekends. Otherwise, I will get everything
done even sooner.

case. If you could get the original letters, great. But you don't have to.

I got both of the people who cited my paper to write a letter for me. Also
got letters from 4 other independent recommenders.
My lawyers says if the citation is very few, use independent recommdation
letters to make it up.
My 140 was approved without RFE. So you should be fine.
