第一条是说没有offer letter, 这个应该好弄
关键是后边的,请大家指点一下 这是说不承认review么？ 该怎么应对呀 我的背景cs
, review了40篇(10个杂志 10个会议)的水平不等的paper 有一个推荐先是associate
editor的 还有一个 associate editor的证明信
请问在回复这个 intend of deny 的时候 还应该提供什么材料呢？之前已经提供的材
料还要重新交么，还是只需要交补充材料？ 之前已经用过的强调review的推荐信 还
能用在这个的答复吗？ 多谢大家

hundreds of manuscripts for potential publication that must be peer-reviewed
cannot be ignored. It is a logical conclusion that scientific journals must
reply on many scientists to review these manuscripts, make this a routine
activity for scientists. Therefore, peer-review is not, by itself,
indicative of, or consistent with being in the very top of a field or
sustained national or international acclaim. Without evidence that sets the
petitioner apart from others in the field it cannot be concluded that this
evidence reflects the petitioner is in the very top of the field or has
sustained national or international acclaim.

另外一个类似的case也是在NSC, 看来NSC对2步法的第二步有从严的趋势，尤其对1A.
要提供的就是证明你审稿的杂志对审稿人要求很高才行。 同时还要证明你的
sustainable acclaim才行。 你的审稿时间分布多长？

关于这个 small percentage 和 国际影响，我能想到的有以下几点：
国际影响：
审稿的会议在世界各地开会，杂志会议都是international circulated or
international conference
审过的paper的作者来自世界各地
软证据： 找推荐信或者editor的证明信直接说他们对审稿人要求高
small percentage:
审过的会议和杂志排名都很高， 比如5%,10%
审过的paper的作者有一些牛人，比如 ieee fellow啥的
外加推荐信直接说我牛
别的还有什么证据可以放进去呀？

第一个， 还可以说引用你的文章的也来自世界各地， 如果他们引用的时候大段引了你
的文章， 或者说你的文章给了他们一些idea，或者support了他们的结论什么的， 都
可以单独拿出来强调
第二个， 貌似最好有一些硬证据， 比如报道了的你们那个专业的top文章的引用数，
另外也可以自己用你们做的东西的关键词搜索一下， 按引用排序， 看看自己的文章能
排到多少， 分母越大约好。 各个专业的引用数据可以参考isi web of knowledge，
essential science indicators的数据。

貌似还是说peer review 的证据 不足以支持申请者是very top of the field of

我的理解是review本身， 并不能完全支持top或者国际影响， 所以可以接着要editor
的推荐信支持， 但是更重要的还是发掘自身的其他contributions是不是可以有属于
very top的证据， 所以不要局限于review。 如果还是claim老三样的话， 还是要发掘
自己的文章， 看有什么办法可以排名或者证明国际影响。

比较赞成这些看法。那大家会问为什么签证官只提review呢。个人猜测：review部分申
请人笔墨比较重，或者比较显眼，或者正好签证官在这里逗留比较久，但他觉得这些不

之前主要担心contribution, 所以PL, RL里 contribution强调的最多 review的笔墨
