The petitioner has submitted evidence of citations, patent applications,
conference participation and letters of recommendation. This criterion has
not been met because the does not show that the beneficiary’s contributions
are considered to be of major significance in the field of endeavor.
1. The Service needs objective tangible and real use or application of
the petitioner's work. The countless number of statistics given are often
not objective, and often hard to understand. As example, on page199, the
petitioner states". .. among the top 3% (10/137) of leading scientists in
his field." These statements very manipulated and simply untrue. First,
individuals cannot be compared to schools and averages. Also, when the
petitioner states he is "top" of "leading scientists", this so, is untrue.
The statistics he uses are not statistics of leading scientists; they are
statistics on all scientists in the field.
2. The citation numbers are indeed impressive. However, nothing is
substantial here. In most articles, the petitioner is one of dozens being
cited, and the references are very brief.
3. Reference letter writing "This fabrication method by a solution
process is suitable for mass-production of GO FET sensors." This is the sort
of application that the Service needs to see. Is somebody mass producing
the sensors of the petitioner's work? If so, you must submit evidence of
this.

1. 要不要一一回答 RFE 的问题？
2. 从博士毕业到现在，近两年发表的文章比较多，属于 TOP scientists (根据和
Percentiles for published papers比较)。 这样的数据可以用吗？
3. 很多scientists用了我的实验方法和实验测试手段. 我列举了10个例子，想证明
我牛。这
样的证据能不能用?
4. 由于officer 质疑我的citations, 我根据引用次数，列举了文章的排名。我的几
篇文章排名 超过 TOP 5%. 这样的证据可以用吗？
5. 有一个独立教授， distinguished professor, 能不能吹一下他给我写的推荐信？

you can also find some papers which have large paragraphic citation or
comments on your papers!

2-5 能用
现在就是要尽可能挖掘亮点。 TOP的数据方面尽量用ISI等比较客观的数据，尽量减少
人为因素，比如不要为了显得top而把自己的搜索加太多关键词等等。最好再找点推荐
信。

，哪有大篇幅的comment，反正EE领域很少有这种讨论，很不解如果IO都这个样子，基
本没戏通过了
