目前在一个学校里做博后，H1身份。14年批的I-140（NIW）。
联系到去另一个学校的博后，理应把H1转过去就好。但是对方HR说，转H1的费用（$325
filing fee, $500 anti-fraud fee, and $2000 internal visa processing fee)第
一，不能由雇员个人出；第二，不能从PI grant里出。H1无解。
所以push我回国办J1。我已和对方解释，虽然I-140 approval不是确凿的移民倾向的证
据，回国办J1也有极大的风险，而且可能构成visa fraud。因此，J1也无解。
很怕对方因此取消offer。跪求大家的帮助。先谢谢了！

back and see what he wants to do.

说实话HR很明显是作掩护，PI就是想让你J1，这样他少出钱，sponsor h1还是要多出挺
多钱的，我之前跟老板谈办h，老板意思是把f1的opt延期用完再说，差1.5倍左右的out
of pocket的钱。归根结底，跟PI谈，PI拿下来，hr就是办事的。 | x*******i

appeared very innocent
"I am unaware of costs to xxxx for the visa, but we should discuss this
with xxx to ensure you are not burdened with that cost."
and after he "knows" the amount, his response:
"I was unaware of this added cost. Unfortunately, this is not a cost that
xxx will bear on my behalf, nor which xxx is allowed to charge to my
grants. For this reason, we must come up with another solution"
