你起诉他的文件正式交给他告诉你在跟他打官司，而为了证明被告收到了你的文件，
过去默认的方式是要有人亲手递交给被告，而你作为原告是不能担任这个角色的。
但是现在很多serve的方式都是通过邮递信件，不再是经手process serve，所以
只要你能够要求被告填写waive of service，也就是证明他同意通过邮件接受了
你的文件，那么就同样可以证明他收到了你的法庭文件。前面immigration portal
里面说的serve district attoney以后会收到他们的receipt，那个receipt就等同
于waive of service的文件，而60天也就是从那里开始。所以我的理解是，不需要
process server。
PS. 我又读了一遍，serve US government agency是following rule，根本就
不需要process server，只要registerd mail就可以了。而且不需要也不能够

them the complaint and summon using registered mail with return receipt (
however, I did not get back all the return receipt). the cost of using a
process server to hand the complaint to the US attorney's office is very low,
about $100.
In most cases, the US attorney will accept service even if you hand them the
compalaint yourself, but they do have the legal right to challenge the
