It's not a condition of any ETF itself, but the underlying futures contracts.
When a far month contract is traded at a premium over a near month,
we say the market is in a contango. For example at the moment the
Dec 2009 contracts on sweet light crude oil are traded around $56,
while the Jun ones are just above $48.

Oh, sorry, I guess I mixed up your question with facmit's.
Well, the gist of the impact is this:
1. USO always tracks the front month contracts.
2. So when the front month contracts are about to expire,
USO has to sell them and buy the next month ones (which
are becoming the front month).
3. When there is a contango, USO pays more to buy
the next month than it gets from selling the front month.
4. Hence USO's performance tends to deviate from
the actual spot oil prices, sometimes quite signific
