why do you say so? actually, I don't know why you need to call
JESS API so much, since most work are done by rule.

process is really slow at this rate. I need to think over
if i should create my own logical programming package, so that
inferences can be restricted down to a specific domain.

one user process but heavy computation? Overall, the performance
should not be a big problem, if you write your rule carefully.
My concern is that if you can write your rule, that may mean you
don't need a complicated rule engine like JESS for your application.
This fils is over 6Mbytes. Are you sure your mail can handle that huge?
