One restriction is, the petitioner of H1-B must on the payroll of the
company. In another word, this petitioner should be on a project when he/she
applies H1-B. By this restriction, ICC can not hire people from outside of
US such as India. That is why H1-B quotes are still a lot. This restriction
also blocks H1-B transfer to ICC.
Before 1/8/2010, any ICC can apply H1-B for any people without paying them.
