DHS已经更新了。但凡volunteer work, unpaid work, 都可以用来申请OPT extension
。当然你所工作的单位必须是E-verify, 而且你的专业要属于STEM。我得到了学校ISS
的确认，当然有疑虑的同学可以咨询你的学校，同时欢迎证否。

What types of employment are allowed for students during an OPT STEM extension?
Students granted an OPT STEM extension must work at least 20 hours per week for an E-Verify-enrolled employer in a position directly related to the student’s STEM degree.
STEM students may work multiple jobs related to their STEM degree, but all the employers must be enrolled in E-Verify.
Students on an OPT STEM extension are allowed to volunteer, incidental to their status. This means that volunteer work is allowed but does not count as employment for the purpose of maintaining F-1 status.
I don't see USCIS changes the rule; while theoretically volunteer job can be used to apply for OPT extension, it doesn't count as employment.

volunteer is not considered as "employment".
But from here,

the word "is working for" is very vague, and all the requirements do not
mention the volunteer nor paid/unpaid work at all. I guess the
qualifications are flexible, and USCIS is being lenient on volunteers these
days.
It never hurts to ring your ISSS office for the one who hesitates. | s***m

须要有一份paid的工作来保住身份 | h***t

uscis上现在关于OPT extension的说明并没有提到paid/unpaid这回事
只是要求必须是everify并且大于20小时/wk
我们学校的iso似乎也觉得是可以的
因为我去问办理OPT extension的时候他们一开始以为我还是在做原来那份volunteer工
作 也没说不让我申请
但是问题是大部分人说是volunteer只是个挂靠吧
万一被查出来呢
