my wife is going to give birth to our first child in Middle Nov. I wonder if
I can negotiate with the company, moving the start date to Dec.
Does anyone have ideas about start date negotiation? Otherwise, if I need to
apply for 2 week leaving shortly after I join, will it upset my boss badly?

why not start at oct and instantly take leave? i think the company can do it

you can start later or any better suggestion he may provider.
When I got my first offer, I told my boss that my opt will take effect a
month later, and he think it is ok for them to wait a month. |
