我已有一个PhD。拿了工作，又丢了工作， 回学校，挂F1身份已有一年（Ｍａｓｔｅｒ

问题１：学校要求必有系主任签字，可这个系主任同前任不一样，（注：前任是我朋友
的丈夫）。他可能不签
问题２：大家知道Ｊ的问题，
问题３：老板想要我早点开始。
最后，１０月１日后Ｈ１Ｂ申请是用来年的名额，如何划界限：ＬＣＡ的递交时间？

good. A lot of students drop out. The university is developing policy
against graduate students dropping out. His signature will put him at blame.
Each university is different. My first university is simple with CPT--only
signature of the professor with whom you are doing the independent study.
This university requires signatures from 3 people--chair, adviser, and
program coordinator.

没有这样的说法。 10月1日以后如果现有名额没用完，应该可以申请批准以后就上班。

Thank everyone for the suggestions. I will double check with international
student officers. ISO officers from 3 different universities told me that I
can do CPT or OPT with another program, but two of them didn't say whether
it is a higher level or not. One said this when I asked him about getting
enrolled into a master program at statistical department. He knew at that
time that I had my PhD.
Maybe, there are ways to get around.If I find out,I will post it and let
everyone know.

博士的OPT用了，你就再也没有OPT了；
如果博士毕业时没有用OPT，你读硕士的时候就再申请OPT。
