ActioNet supports the Centers for Medicare and Medicaid Services in key
areas of health IT solutions delivery. We are looking for Java Developer (
all levels) and System Analysts (all levels) with experience at CMS, Health
IT, or similar systems development environments. Our team members work with
their federal counterparts and business owners to help CMS reach its mission
goals. Our offices are located in Woodlawn, Maryland.
The qualified team member will become part of ActioNet’s Health Services
business unit, which focuses on healthcare IT solutions for our Federal
clients. The selected candidate will be a member of a multi-disciplinary
team that provides operational support for our customers across multiple
systems and environments. This positions will work with our Chief Engineer,
Enterprise Architecture Team, Business Analysts, Development teams, and
test teams.

Senior Java EE Developer:
1. Job Description
The ideal candidate will have experience in the design, development,
maintenance, and enhancements of Enterprise Java Application. Primary duties
and responsibilities:
· Design, develop, implement, and maintain Enterprise Java
applications
· Lead in the design effort and provide work estimates.
· Lead in coding and testing.
· Mentor mid-level and junior team members.
· Follow all appropriate design, development, and testing
specifications.
· Collaborate with team members and customers to define customer
requirements and system interfaces.
2. Qualifications
· At least 5 years Enterprise Java application experience with Java
EE 5 or 6.
· Hands-on experience with at least one of the major Java EE
Application servers - Weblogic, Websphere, Glassfish, and JBoss.
· Hands-on experience with Oracle 11g database.
· At least two years hands-on experience in the following areas:
o Struts2, Sprint MVC, or JSF.
o Secure Java Web Service.
o Enterprise Java Bean.
o Data modeling
o Sophisticated SQL queries
3. Preferred Qualifications:
· Experience in consulting to the Centers for Medicare and Medicaid
Services (CMS)

Junior/Mid-level Java EE Developer:
1. Job Description
The ideal candidate will have experience in the design, development,
maintenance, and enhancements of Java Enterprise Application. Primary duties
and responsibilities:
· Design, develop, implement, and maintain Enterprise Java
applications
· Assist in the design effort and provide work estimates.
· Design, code and test software with limited supervision..
· Mentor junior team members.
· Follow all appropriate design, development, and testing
specifications.
· Collaborate with team members and customers to define customer
requirements and system interfaces.
2. Qualifications
· At least 3 years Enterprise Java application experience with Java
EE 5 or 6.
· Hands-on experience with at least one of the major Java EE
Application servers - Websphere, Weblogic, Glassfish, and JBoss.
· Hands-on experience with Oracle database.
· At least one year hands-on experience in the following areas:
o Java Web Framework, such as Struts2, Spring MVC, and JSF.
o Sophisticated SQL queries

1. Job Description
Successful candidate shall:
· Demonstrated capacity to define system scope and objectives,
formulate technical solutions including integration and consolidation across
multiple applications and platforms, for very large systems environments.
· Formulates/defines specifications for operating software
programming applications or modifies/maintains complex existing applications
using engineering releases and utilities from the manufacturer.
· Ability to think critically and understand the larger business
process and business need driving a given IT problem. Strong demonstrated
problem solving capabilities.
· Must possess sharp attention to detail, have proven organizational
skills (time management and prioritization), and also employ a rigorous
process for all follow-up / coordination activities
· Prepares detailed specifications for programs. Assists in the
design, development, testing, implementation, and documentation of new
software and enhancements of existing applications.
· Develop Re-usable Frameworks with software best practices and
principles.
· Develop Prototypes using newer technologies and present to the
customer and other stakeholders.
· Works with project managers, developers, and end users to ensure
application designs meet business requirements.
· Interface at 25% and 75% intervals with Business Requirements
Analysts to check for completeness and to suggest areas of focus
· Offer draft System Design outlines at 75% complete Business
Requirements to check for alignment with existing environment or to
identifies gaps for new functionality
· Prepare System Design documents from 90-100% complete Business

· Prepare Alternatives Analysis/Trade studies to achieve functional
requirements
· Prepare system design documents in alignment with Enterprise
Architecture and environment lifecycle requirements
· Ability to prioritize and work with multiple assignments
simultaneously
· Positive and enthusiastic attitude; Strong dedication to customer

· Ability to learn quickly and adapt to ad-hoc changes in the

• Bachelor's degree in Computer Science, Information Systems,
Software Engineering Business
· 5+ years of directly related experience with SDLC processes for
large, multi-application systems environments.
• 5+ years of system design experience.
• 5+ years hand-on experience with at least one of the following
programming languages - Java, C#.Net, and PHP
• 5+ years hand-on experience with RDBMS design and SQL
programming.
3. Preferred Qualifications:
· Healthcare claims, policy and provider experience
· Experience in consulting to the Centers for Medicare and Medicaid
Services (CMS)
· Experience in healthcare industry
· ITIL certification or Six Sigma Certification a plus
