Our team just phone-interviewed a Chinese in Boston.
He claimed he's really good technically, and was applying for a real high
position (annual salary around 120K + 40% bonus in Midwest) in our team. He
even told us he had no interest in speaking to any technical person, and
would like to speak to our manager directly. Our manager said this is a
phone screen that no one can skip. So one of our team members (an American)
asked him some technical questions in three main sections.

We plan to bring him in for onsite, as we are in need of some talent people.
He is good at one section, and we may train him in the other two sections.
This is the manager's decision.
My personal plan is I will stay away from this guy if he is in. He is so
mean and despicable, no one can make a friend out of him.
Even if you are really good at some area, always be humble. Being humble
will make you look easygoing and bring you friends.
