Seems many states ratified this article in 19th century but Tennessee has
not done so yet even for today? If a state does not ratify an amendment

AS LONG AS TWO THIRDS OF THE STATES RATIFY, THE AMENDMENT BECOMES A PART OF
CONSTITUTION AND BINDS EVERY STATE EVEN THOSE WHICH HAVE NEVER RATIDIED IT.
60S' CIVIL MOVEMENT WAS FOCUSING ON SOCIAL DISCRIMINATION, NOT VOTING. VOTING
PROBLEM WAS SOLVED A LONG TIME AGO(AFTER CIVIL WAR). WHAT DO YOU MEAN OF
"REAL"VOTING? IDEAL "REAL"VOTING CAN NEVER HAPPEN EVEN AMONG WHITES.THERE ARE
ALWAYS SOME DEFECTS IN VOTING SYSTEM.NOW THE FIGHTING IS BETWEEN REPUBLICANS
AND DEMONCRATES, NOT BETWEEN
