"syllabus"--if this is what you inquire--then it is easy. See headnote No. 4
in the sylabus, at page 322. It is nothing new. The warning is repeated in
each and every slip opinion.
As for your first question, read those subsquent opinions to see why it was
referred to or quoted. It is that simple.
