USA doesn't have a counterpart of ICAC in Hong Kong. Most scholars believe
that more democracy leads to less corruption and that corruption is unlikely
to become pervasive in this country b/c of the checks and balances
warranted by the U.S. Constitution.
p.s. A UN research paper showed that democracy and corruption in fact has an inverted U relationship.
