I got my score too, 171, 2-3 points lower than my expectation. but I won't
re-take.
I have a Phd degree in Electrical Engineering. Do you think it's a good idea
to emphasis IP law as my intended area in the PS?

继续心力憔悴地准备第N次去了~争取能赶上明年秋季入学。T20我就心满意足了

submission will surely hurt - you might not get a flat rejection from the schools within your reach, but you might well get a hold / WL because they have already admitted many qualified people.
You should write about your IP interest in PS, if that is the most important reason for your to switch track. However, if you can come up with other coherent stories to answer the "why law school" or "why X law school"
