Go to system->administration->language support..

I did install the chinese language with all the box ticked!

what's your locale?
you can use konsole or gnome-term
or
try this

LANG=zh_CN.utf8 scim -d

export LC_TYPE="zh_CN.utf8"

Got it. The damn thing is not very straightforward. I first thought it
is only for font style (not language).
